Why solar panel prices vary so much in Cyprus

Two quotes for the same roof on the same street can differ by several thousand euro, and very little of that gap is margin. Installed rooftop PV in Cyprus is recorded at roughly €900 to €1,300 per kWp — kilowatt-peak, the rated output of the panel array under standard test conditions — and four things decide where a particular roof lands inside that band: how hard the roof is to reach, what hardware and protection the installer has specified, when in the year you ask, and how much of the job is actually inside the price.

Sunlight is not one of them. Irradiance varies so little between Paphos and Paralimni that it barely registers in a quote. Everything else varies enormously.

The size of the spread

Work in euro per kWp rather than in totals, because totals are not comparable. At the recorded range, the top end sits about 44 per cent above the bottom for the same nominal system size. On a 5 kWp array that is the difference between roughly €4,500 and roughly €6,500 — for two systems that will both be described in the covering email as "a 5 kW system".

Per-kWp cost also falls as the array grows. A 3 kWp system and a 10 kWp system each need one scaffold visit, one inverter position, one cable run to the consumer unit and one connection application; spread across a handful of panels those fixed costs are heavy, and across a full roof they are not. This is why a 10 kWp quote can look alarming as a total and be the better rate of the two. It is also why sizing down to save money often saves less than expected.

The other half of the comparison is what the system will produce. Cypriot roofs typically return in the region of 1,500 to 1,700 kWh per installed kWp per year, depending on orientation and shading. A quote that is cheap per kWp but sits on a badly oriented roof plane is not cheap.

Access and travel time

Access is the single most underrated line in a Cypriot solar quote, and it is almost never itemised.

On the hillside plots above Peyia, steep and narrow access roads limit the size of crane and delivery vehicle that can reach the site at all. That does not just add a fee — it changes the method. Panels that would be craned onto a flat roof in Latsia in one lift may have to be carried, which is labour, which is days.

Distance behaves the same way. Most Paphos district contractors are based in or around the town, and a job in Polis Chrysochous carries travel time on every day of the installation, not once. The same applies to villages in the Troodos foothills quoted from Limassol. If two quotes are far apart and one installer is local, that is frequently the whole explanation.

Then there is the building itself:

• Flat concrete roof, single storey. The cheapest case. Ballasted or lightly fixed mounting, short cable run, no scaffold drama.
• Pitched tile roof. Fixings must go through to the structure, tiles get lifted and replaced, and the work is slower.
• Apartment block. A third-floor flat in Strovolos means a long DC cable run down a riser to the meter, plus written consent from the management committee before anyone starts. Both cost money; only one of them is on the quote.
• Existing solar water heater. Most older Cypriot roofs already carry a thermosiphon cylinder. Its tank throws a long, moving shadow, and working around it eats usable roof area.

Specification differences

Two quotes at opposite ends of the range are usually not selling the same thing.

Mounting and fixings. On directly exposed coastal roofs — Kato Paphos is the clearest case — salt-laden air makes galvanised and marine-grade fixings standard rather than optional. A quote using ordinary fixings on a seafront roof is cheaper today and a callout in five years.

Inverter type. A basic string inverter is the least expensive option and the least tolerant of shading: one panel shaded by a chimney, a water tank or a neighbouring block can pull down the whole string. Optimisers or microinverters cost more and isolate that loss. On an unshaded flat roof the cheap option is the right one. On a Limassol roof overlooked by a taller building it is not.

Protection and isolation. DC isolators, AC isolation, surge protection and earthing are separate items, and they are where a thin quote gets thin. Ask for them by name.

Waterproofing reinstatement. Cypriot flat roofs are waterproofed, often recently. Every penetration is a potential leak, and reinstating the membrane properly around mounting feet is skilled work. If the quote is silent on it, the installer has either absorbed it or is planning not to do it.

Warranty structure. Panels carry a product warranty and a separate performance warranty, and they are rarely the same length. Ask which is which, and who administers a claim — the installer or a distributor abroad.

Season and demand

Demand for solar in Cyprus is not evenly spread, and installers price into that.

Grant windows move the market hardest. When a residential support scheme opens an application round, diaries fill within weeks and discounting stops. The figures above are read from our records at page load with the date they were last checked, rather than written into this article to go stale.

Weather sets the second rhythm. Roof work in July and August is limited to early mornings, which stretches a two-day install across three. Meanwhile July is exactly when the electricity bill arrives that makes people call. Peak enquiry and reduced working hours land in the same month.

There is a third pattern worth knowing if you are in the Famagusta district. Ayia Napa and Protaras are dominated by seasonal tourist accommodation, so contractor capacity there is concentrated in the November to March window when the properties are empty. A domestic roof quoted in that district in August is competing with hotels for the same crews.

If your timing is flexible, the shoulder months either side of high summer are usually the calmest.

How to read a quote

1. Convert everything to euro per kWp

   Divide the total by the array size before comparing anything. Two quotes are only comparable once they are in the same unit.

2. Check the scope, item by item

   Grid connection application, meter exchange, scaffolding, waterproofing reinstatement, electrical certification and the final commissioning paperwork should each appear. Anything absent is either included silently or coming back later as an extra.

3. Confirm the VAT position in writing

   A reduced VAT rate applies to qualifying residential installations. The rate used should be stated on the quote, because a total that is inclusive on one document and exclusive on another is not a price difference at all.

4. Ask how the production estimate was produced

   A serious estimate names the roof pitch, the orientation and the shading assumptions. A number with no method behind it is a sales figure.

5. Get three, and make them quote the same system

   Send every installer the same array size, the same roof plan and the same list of scope items. Comparing three different specifications is not comparing prices.

Common questions

Is a bigger system always cheaper per kWp?

Usually, up to the point where the roof runs out or the connection needs reassessment. The fixed costs — scaffolding, inverter, cable run, application — spread over more panels. But a larger array only pays if you can use or export the extra generation usefully, so the cheapest rate per kWp is not automatically the best purchase.

Why is the cheapest quote often the shortest one?

Because scope is what gets removed to reach a lower number. Waterproofing reinstatement, surge protection, scaffolding and connection paperwork are the usual omissions. Count the line items before you compare the totals.

Does living on the coast really make it more expensive?

On directly exposed seafront roofs, yes — corrosion-resistant fixings and more frequent cleaning are genuine costs, not an upsell. A few kilometres inland the premium largely disappears.

Should I wait for a grant to be announced?

Waiting has a cost: the bills continue, and when a scheme opens, installer availability tightens and quotes firm up. Check the current position through the Ministry of Energy, Commerce and Industry rather than acting on what an installer tells you a scheme will pay.

Does my district change the price?

Less than people expect, and not because of sunshine. What changes is travel time from the contractor's base, the local building stock and how busy the district's crews are that month. A remote village and a town centre address in the same district can differ more than two different districts do.
