Solar panel grants and subsidies in Cyprus

Which solar grants a Cyprus household can claim in 2026, what each one pays, who qualifies, and why the application has to come before the installation.

Three schemes can put money toward solar on a Cypriot home, and all three are administered by the Ministry of Energy, Commerce and Industry rather than by your installer: a residential photovoltaic support scheme for a grid-connected system on a primary residence, a replacement scheme for swapping an electric cylinder for a solar thermal one, and a wider energy upgrade scheme for existing buildings. This guide does not print the current ceilings. They are set by the ministry, they change between rounds, and a figure repeated here would be a number you plan around without anyone having checked it that morning — take them from the ministry directly. The energy upgrade scheme for existing buildings goes up to €12,000, and photovoltaics can sit inside it as part of a larger package.

One rule matters more than any of the amounts: on the residential photovoltaic scheme you apply before installation begins. Panels already on the roof are the commonest reason a household cannot claim.

What is available now

Three things get merged in sales conversations and are not the same thing.

The grant is a payment toward the cost of the work. It is capped in euro, carries eligibility conditions, and has to be applied for.

Net metering is not a grant. It is the accounting arrangement under which electricity you export is offset against electricity you import, within a framework overseen by the energy regulator. Nobody pays you a subsidy for being on it — it changes what your generation is worth, which is a different mechanism with a far larger effect on your total return.

The VAT rate is a third thing. The reduced-rate position on photovoltaic work has moved more than once, so ask the installer to state the rate on the written quote and confirm it against the Tax Department rather than a brochure. A quote silent on VAT is not a quote.

One unit runs through all of it: kWp, kilowatt-peak, the rated output of an array in full sun. It is what systems are sized and priced by, and what the scheme's size limits refer to.

Who qualifies

Eligibility on the residential photovoltaic scheme turns on four things, and each rules out a recognisable group.

It has to be your primary residence. This catches the most people in Cyprus, because so much of the coastal housing stock is second homes and holiday lets. A villa in Protaras or Ayia Napa let for most of the year does not qualify, whatever the electricity account says.

There is a means test. The scheme is targeted rather than universal, and household income is assessed as part of the application.

There are system size limits. It is written for domestic-scale systems, so oversizing the array to match an ambitious annual bill can take the job outside what the scheme supports.

You need to control the roof. Straightforward on a detached house. On an apartment block the roof is normally common property, so the management committee decides before the electrician does — and in the blocks that dominate areas like Strovolos, built between the 1970s and the 1990s, that conversation also has to cover the age of the riser and where new cabling will run.

The energy upgrade scheme has a different gate: the building must have been completed before a cut-off date set by the scheme, and an energy performance assessment is required both before and after the work. That assessment is a cost and a lead time of its own, because the "before" study cannot be produced after work has started.

Underneath all of it sits the property's own paperwork. A grant application is a paper trail, and unresolved title or completion issues surface here whether or not they have caused trouble before.

How to apply

The order is the whole game. Two applications run in this process, they go to two different bodies, and they sit at opposite ends of the job.

  1. Get written quotes, and let nobody start

    Quotes give you the scope and price you apply against. Accepting one is fine; letting a van arrive is not. Work already begun cannot be claimed for under the photovoltaic scheme.

  2. Check the property's status first

    Primary residence, ownership or documented owner consent, electricity account in the applicant's name, building paperwork in order. Fixing any of these afterwards is far slower than checking now.

  3. Submit the grant application to the ministry

    Installers routinely help with the form and some submit it for you, but the application is yours and so is what is on it.

  4. Installer submits the grid connection application

    Connecting and export-metering a system requires an application to the electricity authority before commissioning, typically around 45 days. Where local capacity is constrained — the dense tourist-area feeders around Germasogeia are the standard example — a load assessment may be required on top, which adds time.

  5. Install, commission, keep every document

    Invoices, commissioning certificate, installer registration details, meter details. The water heater scheme pays on completion against invoices, so an invoice that does not itemise the work becomes a problem at the claim stage.

  6. Check the payment against what was approved

    Where the two differ, the reason is almost always a scope difference between the quote applied for and the invoice submitted.

Take a common domestic system of around 5 kWp. At the published range per installed kilowatt-peak, that puts a typical job somewhere between roughly €4,500 and €6,500 before any grant. Work out the ministry's current ceiling as a share of that and you will see the grant for what it is: worth claiming, and not what decides whether solar makes sense on your roof.

What decides that is how much of your generation you use during daylight, which our payback guide covers and which is worth reading before you negotiate on price. Two households can fit identical systems and end up years apart on payback. No grant closes that gap.

Two cautions on the money:

Compare quotes on the pre-grant price per kWp. A well-publicised grant has a way of appearing in quotations as a discount that was never there. Ask for the price per installed kWp with the grant excluded — the only genuinely comparable line.

Do not let the grant size the system. Fitting a larger array to maximise a capped grant is a false economy, because the cap does not scale with it. Size on your daytime load and your roof, then apply the grant to what that costs.

The water heater scheme is friendlier arithmetic: a thermosiphon system costs a fraction of a photovoltaic array, water heating is a large share of a Cypriot household's electricity use, and the money lands on completion.

Deadlines and budget limits

As recorded, the residential photovoltaic scheme runs to 31/12/2026 and the energy upgrade scheme to 28/02/2027. The water heater scheme has no end date recorded against it.

Treat those dates as ceilings rather than promises. Schemes of this type are limited by budget as well as by calendar, and an exhausted allocation closes one early regardless of the published date. Applying in month two and in month eleven are not the same decision.

Three timing traps:

  • Installer capacity tightens near a deadline. Everyone applies at once, and the same registered installers handle it all.
  • Grid connection sits after installation, not before. With the electricity authority's application typically around 45 days, a system installed in December is a system commissioned in the new year. Check whether the scheme's requirements bite at installation or at commissioning before planning around the end of December.
  • The energy performance assessment is its own lead time. The "before" study has to exist before the work does.

Common questions

How much is the solar panel grant in Cyprus in 2026?

The ceiling is set by the Ministry of Energy, Commerce and Industry and is specific to the round that is open, so the honest answer is to read it from them rather than from a guide. What does not change between rounds is the shape: the photovoltaic scheme applies to a grid-connected system on a primary residence, is subject to system size limits and a means test, and has to be applied for before installation begins. The water heater replacement and the wider energy upgrade of an existing building are separate instruments with their own ceilings and their own conditions.

Is there a bigger grant for a larger system?

No. The grant is capped in euro and constrained by system size, so 3 kWp, 5 kWp and 10 kWp systems do not attract proportionally different amounts — and a system above the size limit attracts nothing at all. Size the array to your daytime consumption, not to the grant.

Can I apply after the panels are installed?

Not on the photovoltaic scheme. It is applied for before installation begins, and this is the commonest way a household loses the money. The water heater scheme works the other way round and pays on completion against invoices, which is why the two are confused.

Do I get a grant if I rent the property out?

The photovoltaic scheme is built around a primary residence, so a holiday let or a buy-to-let generally falls outside it. That does not make solar a bad investment on a rental — it makes it an unsubsidised one.

Is net metering a grant?

No. It is how exported units are accounted against imported ones under the regulator's framework. It is not a payment and not applied for as a grant, and over the life of the system it affects your return far more than the grant does.

Does the grant cover a battery?

The scheme is written around the grid-connected array. Storage is assessed separately and does not inherit an approval for panels, so ask before assuming a quoted battery sits inside the claim.
